Supplementary planning documents are documents which add further detail to the policies in the development plan. A draft Holcroft Moss Planning Obligations Supplementary Planning Document (SPD) has been prepared to supplement Places for Everyone (PfE) Policy JP-C8 (particularly criterion 17) which requires planning applications accompanied by a Transport Assessment to consider air quality impacts on Holcroft Moss, within the Manchester Mosses Special Area of Conservation.
The SPD applies across the whole PfE Plan area and is, therefore, being prepared jointly by the nine PfE Plan authorities (Bolton, Bury, Manchester, Oldham, Rochdale, Salford, Tameside, Trafford and Wigan).
The draft SPD was approved for consultation by each of the nine districts and was approved by Bury’s Cabinet on 25 September 2024.
Views were sought on the draft SPD and associated documents over a six-week period running from 1 November - 12 December 2024.

Next steps
Following the period of consultation, the nine PfE Plan authorities will give thorough consideration to all comments received and, where necessary, make amendments to the document before it goes back to the Council’s Cabinet for formal approval and adoption.
