The Places for Everyone (PfE) joint development plan document (DPD) is a long-term plan of nine Greater Manchester districts for jobs, new homes and sustainable growth.

It sets out where we will build the new homes we need, where our businesses will locate to sustain and create jobs for our people, what infrastructure is needed to support the development and to protect and enhance our towns, cities and landscapes. It is proposed to cover a timeframe up to 2039.

So far, six consultations have taken place in relation to the Plan, the first four in relation to the Greater Manchester Spatial Framework (all 10 GM districts) and the fifth and sixth in relation to Places for Everyone (9 of the GM Districts excluding Stockport).

What stage is Places for Everyone at now?

PfE was submitted to the Government for examination in February 2022.

The Inspectors’ Report, received on 14 February 2024, marks the end the examination into the plan which included public hearing sessions that took place between 1 November 2022 and 5 July 2023.

The Inspectors’ Report sets out the findings of the examination of PfE. The Inspectors conclude that all legal requirements have been met and that with the recommended main modifications set out in the Appendix of their report, the Places for Everyone Joint Development Plan Document for Bolton, Bury, Manchester, Oldham, Rochdale, Salford, Tameside, Trafford and Wigan satisfies the requirements referred to in Section 20(5)(a) of the 2004 Act and is sound.

What happens next?

The next step is for all nine Places for Everyone Councils to consider the Inspectors’ recommendations and adoption of the Plan. Currently it is anticipated that these Council meetings will be held between 28 February and 20 March 2024. Full details of the Council meetings will be available in due course.
