Application process when choosing vehicle testing at Sunnybank Service Station

Before making your application, please ensure your vehicle conforms to the common minimum standards implemented 25 November 2021

You must be aware of the relevant provisions of the Bylaws made under the Town Police Clauses Act 1847 and the Local Government (Miscellaneous Provision) Act 1976. You must read, understand and comply with the conditions which will be attached to your vehicle licence.

New application

  • Please ensure you have the following
    • The full V5 logbook (including the front page) in your name and address or
    • The new keeper's part of the V5 and a full receipt (the receipt must have both the buyers and sellers name and address, details of the vehicle and be dated and signed by both parties)
    • If you are not in possession of the V5/2 'New keepers supplement' (green tear-off section) containing your details together with a bill of sale, we cannot process your application until you have received the registration document back from the DVLA
    • A full HPI check. (If the vehicle has been written off in any category it cannot be licensed by Bury Council)
  • Please complete and submit the vehicle licence form by going to Private hire or public vehicle licence application
  • When prompted select Sunnybank Service Station as your preferred testing centre
  • Once you click to submit your application you will be taken to the payment page where you will be charged for the application (currently £185)
  • Once you have paid for your application you will receive a confirmation of payment
  • We will check your application and documents within five working days, if your vehicle does not comply with the common minimum standards implemented 25 November 2021 your application will be rejected
  • Once your application has been validated the Licensing Service will email both Sunnybank Service Station and you to confirm that your application has been approved, the email will contain a unique reference number that you will need to book your compliance test
  • Once you have received the validation email, you may contact Sunnybank Service Station on 0161 766 3807 quoting your unique reference number to book a vehicle compliance test, you will need a credit or debit card to book both your initial test (£56) and six-month interim test (£56) (if applicable)

Renewal application

  • If you are renewing your vehicle licence you may do so up to 8 weeks before the licence expires
  • Please ensure you have the following
    • The full V5 logbook in your name and address
  • Please complete and submit the vehicle licence form by going to Private hire or public vehicle licence application
  • When prompted select Sunnybank Service Station as your preferred testing centre
  • Once you click to submit your application you will be taken to the payment page where you will be charged for the application (Currently £185)
  • Once payment is complete you will be emailed a unique reference number.
  • We will check your application and documents within five working days, if your vehicle does not comply with the common minimum standards implemented 25 November 2021 your application will be rejected.

Change of vehicle

  • Please ensure you have the following
    • The full V5 logbook (including the front sheet) in your name and address or
    • The new keeper's part of the V5 and a full receipt (the receipt must have both the buyers and sellers name and address, details of the vehicle and be dated and signed by both parties)
  • Please complete and submit the vehicle licence form by going to Private hire or public vehicle licence application
  • When prompted select Sunnybank Service Station as your preferred testing centre
  • Once you click to submit your application you will be taken to the payment page where you will be charged the fee to change the licence (currently £38)
  • Once payment is complete you will be emailed a unique reference number.
  • We will check your application and documents within five working days, if your vehicle does not comply with the common minimum standards implemented 25 November 2021 your application will be rejected.
  • Once your application has been validated, we will email both Sunnybank Service Station and you to confirm that your application has been approved, the email will contain the unique reference number that you will need to book your compliance test.

If Sunnybank Service Station cannot book your Vehicle Compliance Test

  • If Sunnybank Service Station cannot book your test within 10 working days of the expiry of your licence, you must contact the licensing unit immediately who will then advise you how to make payment for your vehicle compliance tests
  • Once payment has been received the licensing office will contact you to arrange an appointment at Bradley Fold

If you need to cancel your Vehicle Compliance Test

  • If you need to cancel your test you will need to contact Sunnybank Service Station at least 24 full working hours before the test date or further charges will apply
  • You will then need to re-book your test with Sunnybank

Before going for your vehicle compliance test

If the vehicle fails, the Vehicle Compliance Test

  • New vehicle
    • The vehicle tester will issue you a copy of the failure compliance test sheet.
    • Please arrange a retest with Sunnybank Service Station within 10 working days
    • If your vehicle cannot be repaired in this time you will need to contact the licensing service to book and pay for a new compliance test.
  • Vehicle renewal
    • The vehicle tester will issue you a copy of fail compliance test.
    • As your vehicle is licensed, then a suspension notice will also be issued in line with council suspension policy.
    • Please arrange a retest with Sunnybank Service Station within 10 working days
    • If your vehicle cannot be repaired in this time you will need to contact the licensing service to book and pay for a new compliance test.
  • Vehicle passes the vehicle compliance test
    • The vehicle tester will issue you a copy of the compliance test
    • Please take your compliance test to the office at Sunnybank Service Station where you will be able to book a 6-month compliance check (if applicable) and issued with a compliance certificate.

Collection of your Hackney or Private Hire vehicle licence and plates

  • Your licence and licence plates will be available to collect the following working day (vehicles tested on a Friday, plates will be issued on the following Monday)
  • Please ensure that you have provided the licensing service with valid Hackney or Private Hire insurance by emailing your certificate to licensing@bury.gov.uk
  • We will contact you with an appointment time to collect your licence and plates at 3 Knowsley Place, Duke Street, Bury, BL9 0LG. 
  • At your appointment you will issued with:
    • Your Hackney Carriage or Private hire vehicle licence
    • One small front plate
    • One large rear plate
    • One small plate holder (new licensed vehicle only)
    • One large plate holder (new licensed vehicle only)
    • Two door stickers (new licensed vehicle only)
    • Badge holder (new licensed vehicle only)
