What is the definition of International New Arrivals?
International New Arrivals is an umbrella term for children/families who have migrated from other countries e.g. refugees, asylum seekers, migrants including economic migrants, this may also include unaccompanied asylum-seeking children.
Asylum seekers and refugees
At Bury Council we have a dedicated Community Learning Officer who is part of the School Attendance, Exclusions and Community Education Team to support:
- our international new arrivals and asylum seeker families
- refugees, migrants including economic migrants
- working with statutory partners to support Unaccompanied Asylum-Seeking children
Definitions
Our Community Learning Officer for International New Arrivals will offer support:
- To contact new arrivals who have school age children as soon as we are aware they are in our borough.
- To ensure the process of registering for and entering the school system is as smooth and as seamless as possible by implementing support strategies as well as information, advice and guidance.
- To support the family by ensuring their child has everything they need and are equipped to attend school, through support and referrals to uniform hubs, health, bus passes, community outreach centres, and other agencies where necessary.
- To link directly with the school and to support the Induction process.
- To offer parents the opportunity to access ESOL classes, and other community support groups.
- To run drop-in sessions where families can access support including, NHS, school admissions, free school meals/bus passes, HAF, housing, benefits, etc…
- To act as lead professional on Team Around the Family meetings (TAFs) where appropriate if more in-depth support is needed e.g. attend Multi-agency Family Help (MAFH) meetings.
All of our International New Arrivals have rights:
- They are valued and that they belong, even if their stay in Bury is temporary.
- The right to be made to feel part of their school environment as soon as possible in order not to experience marginalisation and exclusion.
- The right to an education and learning opportunities that are accessible.
- Opportunities to develop their understanding of the English language.
- To enjoy a welcoming, safe and supportive environment at their chosen school/college.
- The right to access other services at the point of need e.g. NHS, Early Help etc…
- Their social, academic and pastoral needs are met and that schools/colleges are Trauma Informed.

Visa and citizenship
Hong King British Nationals (Overseas)
Hong Kong British National (Overseas) (BN(0)) status holders can apply for a new immigration route, enable them and their dependents to come to the Uk to live, work and study, on a pathway to citizenship. The North West Welcome Hub Hong Kong BN(O) Archives - Northwestrsmp has been set up to support new arrivals from Hong Kong on the British Nationals (Overseas) visa to access information to help their integration into the UK, including:
- Housing and services
- Access to education
- Healthcare
- Employment
- Starting a business
- English language support
- Applying to access public funds. The Government has produced a welcome pack for arrivals from Hong Kong on the British National (Overseas) visa.
