Supplementary planning documents are documents which add further detail to the policies in the development plan. A Holcroft Moss Planning Obligations Supplementary Planning Document (SPD) has been prepared to supplement Places for Everyone (PfE) Policy JP-C8 (particularly criterion 17) which requires planning applications accompanied by a Transport Assessment to consider air quality impacts on Holcroft Moss, within the Manchester Mosses Special Area of Conservation.
The SPD applies across the whole PfE Plan area and is, therefore, being prepared jointly by the nine PfE Plan authorities (Bolton, Bury, Manchester, Oldham, Rochdale, Salford, Tameside, Trafford and Wigan).
The Holcroft Moss Planning Obligations Joint SPD took effect on 08 May 2025 and is a material consideration on planning application decisions.
