The meeting opened with an overview from Jill Corcoran on Greater Manchester Probation Service’s Homeless Prevention Team. She outlined how the team was established to strengthen preventative work for individuals preparing to leave custody, helping maximise their chances of successful resettlement. She also described the introduction of Prison Pathways meetings as a whole‑system approach to coordinating this work. Jill provided a summary of Approved Premises, CAS 2 and CAS 3 provision, as well as the GM Integrated Rehabilitation Service, supported by key statistics.

Ella Crookes from Stepping Stone Projects then offered a more detailed look at their delivery of CAS3 and IRS in Bury. She highlighted the collaborative approach required, the services provided, and the data demonstrating strong outcomes for the borough.

Following this, Amanda Hennis outlined Ingeus’ role in supporting people at risk of homelessness as they leave custody. She explained their early‑engagement model, including in‑custody contact, completing referrals, signposting, and helping individuals understand the processes involved in their resettlement journey.

Andrew Ferguson from Greater Manchester Police presented next, focusing on the Integrated Offender Management Unit in Bury. He described their commitment to working in partnership to reduce reoffending and prevent individuals from returning to custody.

Bernard Shaw from Project Free then shared insights into their work with people who have lived experience, the organisation’s development, and the positive outcomes they have achieved.

The meeting concluded with updates from Ellie Costello and Amanda Mullen on Rough Sleepers services and broader Homelessness and Housing Options activity.
