This guidance note is aimed at developers and providers of Houses in Multiple Occupation (HMO).

This Development Control Policy Guidance Note relates to the Council’s planning policy with regard to the conversion of buildings into Houses in Multiple Occupation (HMO). It should be treated as a significant material planning consideration as a Supplementary Planning Document (SPD) that provides additional information on the implementation of Policy H2/4 of the Bury Unitary Development Plan (UDP), which deals with this issue, as well as general residential conversions. 

Consultation on draft SPD13 - Houses in Multiple Occupation

The Council consulted on a revised draft SPD13 - Houses in Multiple Occupation from 15th December 2025 to 26th January 2026. This consultation is now closed.

We will now give thorough consideration to all comments received and, where necessary, make amendments to the document before it goes back to the Council’s Cabinet for formal approval and adoption.

On adoption the Houses in Multiple Occupation SPD will update and replace the existing standards set out within the current Development Control Policy Guidance Note 13 - Conversion of Buildings to Houses in Multiple Occupation.
