Bury Council's Capital Programme is an ongoing initiative aimed at ensuring homes continue to meet the Decent Homes Standard. This includes improvements such as:

  • Installing new kitchens and bathrooms.
  • Replacing windows and doors.
  • Upgrading heating systems.
  • Carrying out reroofing work.

The Decent Homes Standard and Bury Council Standard set different lifespans for key home components: Individual items will be replaced only if they are deemed beyond repair. Age alone does not qualify an item for replacement.

The council’s capital programme is developed by Bury Housing Services and approved by the Cabinet. Priorities for improvement works are determined using:

  • Stock condition surveys, which assess the condition and lifespan of property elements, informing a 30-year plan and spending profile.
  • Input from other council departments regarding specific property needs.
  • Repair data collected from the housing system.
  • Local knowledge from staff working within different areas.
  • Feedback from councillors representing their communities.
  • Customer input gathered through various channels.

Unplanned Improvement Work

In addition to planned programmes, some enquiries relate to unplanned improvement needs.

We follow a repairs-first approach. To report a repair, please use this form.

  • A repairs operative or their manager will assess whether an item is beyond repair and requires replacement.
  • Individual items will be replaced only if they are deemed beyond repair. Age alone does not qualify an item for replacement.
  • If an operative or surveyor identifies poor condition, they will notify the planning team to consider inclusion in a future improvement scheme.

When planning improvement schemes, Stock Condition Surveyors may visit homes to conduct full assessments. However, we cannot provide exact timelines for improvements, as programmes are planned and approved annually by the Council’s Cabinet.
