Council Tax can be reduced for people receiving care and their carer lives with them.

There are two types of discount, one for carers and another for care workers. Whether you're a carer or care worker, you do not need to be receiving Carer's Allowance to be eligible for this Council Tax discount. 

For both categories the carer or care worker does not have to be in receipt of Carer's Allowance to make a claim.

Carers discount

To be eligible for carers Council Tax discount, you must be able to meet all of the following:

  • be a carer
  • provide care at least 35 hours per week, on average
  • live in the same property as the person you provide care to
  • the care you provide someone is not your spouse or partner
  • the care you provide is not for your child who is under 18 years old
  • provide care for someone who's entitled to one of the following:
    • Disability Living Allowance (care component at the middle or highest rate)
    • Personal Independence Payment (standard or enhanced rate)
    • Attendance Allowance
    • Armed Forces Independence Payment
    • Constant Attendance Allowance (highest rate for either Industrial Injuries or War Disablement.

Care workers discount

To be eligible for care worker Council Tax discount, you must be able to meet all of the following:

  • be an employed care worker, working a minimum of 24 hours per week
  • provide care via a connection with a charity or local authority
  • are paid no more than £44 per week as a care worker
  • live in the same property as the person receiving care.

Discount rates and how to apply

There are different discount rates, depending on who lives in the property and their circumstances. 

If someone who lives in the property qualifies for a different type of discount, you could receive a reduction or exemption too.

Household circumstance Discount rate
Two or more resident adults and all qualify for a discount, including one carer or care worker discount 50 percent
Two resident adults and one is a carer or care worker 25 percent
Three resident adults, where two qualify for discount, either from being a carer, care worker or any other type of discount 25 percent
Three or more resident adults and only one qualifies for discount as a carer or care worker No discount

The person responsible for Council Tax, or someone on their behalf, should complete an application for severe mental impairment discount.

When applying, you'll need to upload:

  • if you're an unpaid carer, please provide proof that the person you care for is entitled to an eligible benefit
  • if you're a paid care worker, please provide proof of your earnings.

We aim to process applications within 20 working days.

If you qualify for a discount, we will send you a revised Council Tax bill. If you're unsuccessful, we will explain why we've not awarded the discount.
