Any person operating a business where all or most of their goods sold are second hand must be registered with us and we will issue a secondhand dealer registration certificate.
Secondhand dealer registrations must be made by the owner of the premises.
Applications must be sent to us for a premises situated in the Bury area. Applications must be accompanied by any other information we may require.
We aim to process your application within three working days of receipt. If your licence has been granted, we will post this out to you.
Tacit consent applies to a secondhand dealer licence. This means you will be able to act as though your application is granted if you have not heard from us at the end of three working days.
If your application is unsuccessful, we will tell you why and how to request a review if the approval has been refused.
We must grant the application where no objections have been received. However, a hearing must be held if any objections are made in respect of the application.
We may revoke a registration at any time if we are satisfied that you have failed to comply with the conditions attached to it. Before we revoke the registration, we will write to you specifying the grounds upon which we propose to revoke the registration and inviting you to make a written representation within 14 days, which we will consider before making a final decision.
There is no requirement for this type of application to be advertised. There is no charge to apply for a secondhand dealer's registration. Please complete the form below.
Secondhand dealer registration conditions
The secondhand dealer registration certificate must be renewed every three years.
Every person registered as a secondhand dealer must keep a register of every transaction made, including:
- the date of each transaction
- the quantity and description of articles purchased/sold
- the name and address of the person from whom the articles were acquired.
The transaction register must be kept for at least twelve months and must be produced on request to any of our authorised officers or to a police officer.
