Bury draft Housing Strategy Consultation

The Council is currently undertaking a programme of formal public consultation on a new draft Housing Strategy for the borough, to ensure the proposals reflect the needs and aspirations of our residents and stakeholders. Therefore, we would like to invite you to take part in the consultation to gain an understanding of your views and opinions. The results of the consultation will be used to further inform and develop the draft Housing Strategy.

All residents and stakeholders including housing developers, housing providers, tenant organisations, elected members, voluntary and faith sectors, community groups, health and care providers and the Greater Manchester Combined Authority are invited to take part in the consultation, as it is important that everyone has the opportunity to have their say and shape the final plan.

The consultation runs from Monday 30 November 2020 and ends at 5.00 pm on 22 February 2021.

About the Bury Draft Housing Strategy

We are working hard to get the right approaches to meeting local housing needs, supporting housing aspirations, improving existing homes, building new homes, enabling more people to access a home that suits them at their stage in life, providing the right kind of support to help residents to live healthy lives in their community and improving neighbourhoods.

Earlier this year, we commissioned Campbell Tickell Management Consultancy to help us develop a vision and housing strategy for the borough, which meets the needs of different sections of the population at different stages of their lives.

The strategy will benefit all our residents; our focus is not only addressing housing need but, on the role that housing can play in meeting the economic, social and environmental aspirations of the borough, which is why it is important to widely consult on our priorities and how we intend to deliver them. It is increasingly becoming apparent that social and economic composition of areas varies greatly and fluctuates over time. Therefore the strategy will strive to have a sound understanding of the views of communities, which meet current needs and is flexible to respond to changing dynamics.

The draft strategy has been informed by our Housing Needs and Demand Assessment (see related pages) and through consultation with a wide range of stakeholders including private developers and registered providers operating in the borough.

This work has been progressed alongside the Bury 2030 discussions with Bury stakeholders through which we are changing the dynamics between the Council, health and care services, providers and residents. You can find details of the Bury 2030 consultation here One Community Bury - Bury 2030.

Bury Draft Housing Strategy overview

The new draft Housing Strategy sets out the scale of housing issues and challenges facing the borough. It provides a clear direction of travel to deliver a balanced and diverse housing supply and an opportunity to create successful and inclusive neighbourhoods that everyone can be proud of.

It covers the key aspects of affordability, supply and quality of housing in the borough and, will help ensure that an adequate supply of new housing will be provided to support inclusive economic growth that will underpin improvements in people's health and wellbeing, including reducing gaps in healthy life expectancy.

This is a wide-ranging strategy that impacts on the lives of all Bury residents in one way or another, be that directly through the provision of accommodation and services or indirectly through improvements in the public realm, environment and health. Once approved, the strategy will be an important document that will help shape the types of housing that will be delivered on new developments.

The strategy contributes to meeting the Council's priorities across a range of policy areas including economic growth and climate change approach. It also reflects the Council's role in discharging a range of statutory duties such as those relating to homelessness, private sector housing and the safeguarding of vulnerable children and adults.

We will work with residents and other key stakeholders including Homes England, housing developers, registered providers, private landlords, Six Town Housing and the GM Combined Authority to implement the strategy and ensure that the right types of housing are built where we need them.

The outcomes we seek from the strategy include:

  • More homes in the borough to meet the needs of a growing population;
  • Increased affordable housing supply - through new build, leasing and acquisition;
  • A more dynamic housing market - a broader range of housing tenures and more tailored support for people to access a suitable home they want in any tenure;
  • Good quality, healthy homes and places;
  • Support that enables people to live well in the community;
  • Intelligent, evidence-driven, targeted investment to improve health through housing;
  • A clear focus on the future of each town centre and surrounding areas;
  • To eliminate rough sleeping by 2025 through an evidenced approach to preventing homelessness, increasing the supply of affordable homes, supporting accessibility and 'enabling support' towards independence;
  • Rapid movement towards low carbon housing.

We would like to invite people with communication, literacy and learning disabilities to take part in our Housing Strategy consultation.

The survey is a chance for people with communication, literacy and learning disabilities to give us their views. It has been co-produced with Bury People First (a local charity or advocacy group for people in the borough who have communication, literacy and learning disabilities) and asks questions about housing, to enable people to live well in the community. The findings will help fill in our knowledge gaps and provide better support to people with communication, literacy and learning disabilities.

Bury Draft Housing Strategy Consultation Webinars

As part of the consultation process, we will be hosting two free webinars, one for residents of the borough and one for stakeholders, to gather input on the draft Housing Strategy.

Each event will feature a live presentation from Campbell Tickell Management Consultancy around the key themes of the draft Strategy and a Q&A panel session where you will have the opportunity to ask questions and provide feedback.

What happens next?

When the consultation ends, all comments that we receive will be thoroughly considered and, where appropriate, amendments will be made to the draft Bury Housing Strategy.

A final version of the draft Bury Housing Strategy will then be presented to the Council's Cabinet seeking formal approval.

Subject to its approval, the Council will work alongside third parties in delivering its plans and actions.
