Background information

We are planning to apply to the Department for Transport (DfT) for powers to enforce moving traffic offences.

We want to use these powers, which are granted by the Government, to improve the borough's road network and enhance road safety for all users. Local authorities have been able to apply for these new powers since 31 May 2022.

About moving traffic offences

Examples of moving traffic offences that can be enforced include:

  • Entering a yellow box junction when the exit is not clear
  • Undertaking banned turns
  • Driving through a ‘No entry’ sign

Currently, Greater Manchester Police (GMP) are responsible for enforcing moving traffic offences in the Bury borough. Taking over this responsibility will allow GMP to focus on other policing priorities.

Sites prioritised for moving traffic enforcement

Five sites across the Bury borough have been identified for enforcement due to persistent issues at these locations. The proposed sites are:

  • Site 1 in Prestwich: The junction at Bury New Road, Hilton Lane and Scholes Lane
  • Site 2 in Whitefield: The junction at Bury New Road, Bury Old Road and Higher Lane
  • Site 3 in Bury: The junction at Rochdale Road, Derby Way and George Street
  • Site 4 in Bury: The junction at Manchester Road, Dumers Lane and Millwood Court
  • Site 5 in Bury: The junction at Walmersley Road, Peel Way and Derby Way (Moorgate)

Once powers are granted, Automatic Number Plate Recognition (ANPR) cameras will be installed at the five sites to enforce the restriction. ANPR cameras will be signposted in advance of junctions to allow drivers sufficient notice of enforcement.
