The Core Strategy will be a key document at the heart of Bury's Local Plan. It will set out the long-term vision for the future development of the borough to 2029 and will contain strategic policies that are required to deliver that vision.
Once finalised, the Core Strategy will comprise a series of Spatial Policies that will provide the strategic framework for the broad distribution of new development. In addition, it will also include a series of Development Management Policies that will set out general criteria against which planning applications will be considered, to ensure the successful implementation of the wider strategic approach.
Consultation on the Second Draft Publication Core Strategy
We have now produced a Second Draft Publication Core Strategy for consultation from 19 October to 30 November 2012. The consultation documents are available to view on the Second Draft Publication Core Strategy web page (see link on the right hand side of this page).
Next steps
At the end of the consultation period for the Second Draft Publication Core Strategy we will consider the comments that have been made and prepare a final Publication Core Strategy. This will be made available for further consultation (anticipated to be in July 2013) at which stage comments will be sought strictly on matters of soundness and legal compliance only.
Any representations received at this final stage in July 2013 will be passed on to the Planning Inspector when the Core Strategy is formally submitted, so that they can be considered as part of the Examination process. We intend to submit the Core Strategy in November 2013, with Examination scheduled for February 2014 and adoption of the Core Strategy in July 2014.
Withdrawal of the previous Core Strategy
The Core Strategy was previously submitted to the Secretary of State in January 2011, and the hearing was formally opened on 12 May 2011. However, issues were raised by participants at the hearing which led to the Council reluctantly reaching a decision to seek a formal direction from the Secretary of State to withdraw the Core Strategy under Section 22(2)(b) of the Planning and Compulsory Purchase Act 2004. This direction was received from the Secretary of State on 27 June 2011 and the Core Strategy was therefore formally withdrawn. In accordance with the Regulations, the previous published and submitted Core Strategy documents have been removed from this web site.
