Housing Partnerships

Partnerships are becoming increasingly important in making sure that a range of good quality, accessible housing is available in Bury. By working with partner organisations we can offer a wider choice for our residents as well as improved services. Bury's partnership exist within the following established groups and forums.

  • Joint Commissioning Partnership (JCP).
  • Housing Association Liaison Group (HALG).

Joint Commissioning Partnership (JCP)

Joint Commissioning is a partnership between Bury Council, the Homes and Communities Agency (formerly Housing Corporation), the Housing Associations in Bury and Six Town Housing. It was established to create a more holistic approach to affordable housing provision in the Borough.

In Bury there are eighteen housing associations in operation and it was felt that establishing such a partnership would enable Bury Council to keep a handle on the affordable housing developments and to ensure that strategic objectives are being met.

The Aims and Rationale for the Partnership:

  • To increase the provision of affordable quality housing throughout the Borough of Bury.
  • To agree and support a programme of bids by Housing Associations to the Homes and Communities Agency for funding under the National Affordable Housing Programme for the provision of affordable quality housing in the Borough.
  • To share information and good practice to improve housing management performance, development processes and repair and maintenance costs via benchmarking exercises and quarterly meetings of the partnership.
  • To hold open and collaborative discussions about the Council's Land Development Programme in relation to new affordable housing development.
  • To seek to maximise provision for section 106 agreements and to contribute to the development protocol for distribution of commuted sums for affordable housing.
  • To consult with the Housing Associations when the Council writes a new Supplementary Planning Document relating to the provision of affordable housing.
  • To support the implementation of the aims of the Community Strategy, Housing Strategy/Strategic Housing Delivery Statements, Affordable Housing Strategy, Black and Minority Ethnic Housing Strategy, the Homeless Strategy and other key related strategies.
  • To promote sustainability, innovation and best practice in affordable quality housing.
  • To agree protocols aimed at increasing both the stock holding and influence of partner associations in respect of the identified specialist areas.

Housing Association Liaison Group (HALG)

The Housing Association Liaison Group (HALG) was re-established in May 2007 following changes to Bury's Nomination Agreement. The group has representatives from all the associations operating in the borough.
