Team Bury has committed itself to revitalise neighbourhoods and to work with local people to tackle the issues that matter to them on their doorstep.
Neighbourhood working will tackle issues that adversely impact on people's quality of life, their health and wellbeing and aspirations. The approach will actively engage local residents, aim to improve the environment where they live and build pride of their neighbourhoods- without compromising its identity.
Services will operate in, and with the support of the community to help more people find their own solutions to needs (this covers self-help, prevention and early intervention).
A "conversation tool" will be used across partners to identify wellbeing needs, helping individuals to find solutions quickly that meet their requirements avoiding situations deteriorating and requiring more costly interventions later
Based on intelligence about communities, and working with local people, a neighbourhood approach will promote independence, resilience, build social capacity and community assets.
Data sharing is an important aspect of neighbourhood working.

Neighbourhood Working
Neighbourhood working is a new approach to better understand and support the needs of Bury neighbourhoods, residents and their families by providing you with local access to a wide range of services and support that better understands and addresses your needs in a co-ordinated way allowing much improved care packages and outcomes to be delivered.
The programme is specifically designed to reduce the number of visits that you may have to take in accessing public services providing you with a quicker response service locally that supports and addresses your needs.
The programme will of course work closely with other local support initiatives to maximise local understanding and make use of available resources.
Bringing Local Public Services to You
The Neighbourhood Working Initiative will comprise of a wide range of organisations operating locally which are from the Council and the community. They will be located at various locations across Bury in 'Hubs'. They will comprise of staff from a range of different services which are dealing with demand and priorities from your neighbourhood.
What is required from me if I wish to take part
In order for the different teams to better provide services to you it will be necessary to obtain important and sometimes sensitive information about you and share this information in the strictest confidence with other organisations within the Hub that would need this information. Of course if you wish to take part your explicit consent would be requested before any information about you is obtained and shared.
Those organisations involved in the Neighbourhood Working Initiative and the Hubs include:
Local Council Service Providers, Housing Service Providers, Health Care Services, Police, Fire & Rescue, Employment and Training Services but these may change to meet the needs of your neighbourhood.
Further details about specific services with which your information would be shared would be discussed and agreed with you as part of obtaining your consent to share your information if you wanted to take part in the Neighbourhood Working Initiative.
National research
At national level, the Department of Communities and Local Government (DCLG) has commissioned the Office of National Statistics (ONS) to undertake national research to evaluate the effectiveness of this programme.
Local authorities and national government departments are being asked to contribute to this research study.
This research aims to compare the outcomes between those families engaged on the programme and those who are not. This will determine whether this new way of working changes lives for the better by for example, reducing offending, truancy and getting people ready for work. This will also help inform improvements to the service over time.
Personal information linked for research purposes at national level will:
- be de-identified after it has been linked so as to limit any chance of families and individuals being re-identified;
- be kept securely to prevent any unauthorised use;
- not be used for making decisions about families or individuals;
- not be shared back with the local authority;
- be destroyed once the research project is concluded
The national departments involved in this research are listed on at the end of this notice.
The Council will only receive information about the local authority results of this national research in anonymised form and any reports published by the Department of Communities and Local Government (DCLG) will ensure that families and individuals are not identifiable.
Local Research
If the Council alone or with other Councils in Greater Manchester decides it is necessary to supplement the above national research and this involves personal information, this will be carried out in line with the safeguards listed above.
Statistical analysis may also be undertaken from time to time using only anonymised information.
General information
The Council shares your personal information only for the reasons set out above, unless the law requires or permits us to share it for another reason, or for example, this is necessary to protect you or others from harm.
Your personal information will be handled securely, strictly on a need to know basis only by those specifically authorised to do so and will not be kept longer than is necessary.

You have the right to ask the Council for personal information held about you and details of how to do this can be found here
