How do I appeal?

Motorists who receive a Penalty Charge Notice (PCN) can appeal in writing, to NCP, within 14 days.
 
If the appeal is rejected by NCP, representations can be made to the Council when the owner receives a Notice to Owner (NTO) which is issued after 28 days if the PCN remains unpaid. All representations will be dealt with speedily and if the Council agrees the notice will be cancelled.
 
Motorists whose representations are rejected by the Council can subsequently make representation to the National Parking Adjudication Service for consideration by independent adjudicators. These are dealt with by post or at a personal hearing if requested.
 
The adjudicator's ruling is final and motorists could face having to pay costs if their representations were felt to be unreasonable. Costs may also be awarded against the Council if it is considered to have acted similarly.
