The Division encompasses Legal Services, Democratic and Member Services, Elections and Electoral Registration, local land charges and local registration services and the Mayoralty.
The work done in the Legal and Democratic Services Division supports and contributes to the implementation of the Council's modernisation agenda. The Local Government Act 2000 changed the decision making arrangements from the traditional Committee system for making decisions to a Leader and Cabinet (or 'Executive') model of local governance.
Council constitution
The Council formally adopted and introduced its constitution in November 2001 (which sets out how the Council operates, how and by whom different types of decisions are made and the procedures which are followed for us to ensure that all decisions are taken in an effective, efficient, transparent and accountable manner).
The Constitution is a "living" document in the sense that it is kept under continual review by the director of legal and democratic services (as Monitoring Officer) the Executive and the Standards Committee.
