English Heritage Conservation Area Project Scheme(CAPS)

Project description

The Bury CAPS scheme is a grant programme jointly financed by Bury and English Heritage. The purpose of the grant programme is to secure the restoration and enhancement of targeted properties within the principal streets and spaces of the town centre conservation area. The project is directed by an Action Plan for the area which targets and prioritises projects under the initiative. 2001/02 is the final year of this highly successful 6 year programme in which residual projects commitments have been tackled.

Progress to date

The scheme has been running since 1995 and has contributed to the restoration and reuse of significant buildings in the Conservation Area. The grant funding of approximately £338,000 to date has helped to lever some £3,150,000 of investment into the fabric of the Bury Town Centre Conservation Area and helped remove sources of dereliction in this important part of the town centre. 

Outputs

The project has had the following benefits:

  • Secured the restoration of key town centre buildings.
  • Stimulated substantial regeneration of the fabric of the Town Centre Conservation Area.
  • Enabled introduction of town centre living via flats-over-shops.

The programme has now completed its second, three year cycle. The budget comprises grant allocations from English Heritage / Heritage Lottery Fund and Bury Planning Capital programme, to provide grant support for building repair and enhancement within the Conservation Area. Grant sums to private owners have tended to approximate upto 50% maximum of building fabric repair costs but have stimulated further investment by the owners in fitting out of the buildings (including flats over shops schemes) hence leverage tends to be more significant.

Grant expenditure

Grant expenditure to March 2001 of £251,000 comprising 50% contribution each from Bury Council and English Heritage. This sum generated direct additional investment of £2.8 million of which £515,000 was to create 15 flats-over-shops at 3, 7, 20 & 22 Silver Street.
