New rules that came into force at the start of October 2008 radically change the need for families in England to seek planning permission.
The regulations provide a relaxation in some cases, for example, for some types of dormer extension and some rear extensions. However, in other cases they have introduced greater controls such as in conservation areas and in relation to paving over front gardens and building areas of decking.
To help people establish whether they need to seek planning permission for an extension a new interactive guide has been launched by the Government.

Validation of Planning Applications – Local List
(Adopted 27 February 2008)
The Council have agreed a set of Local Requirements for the validation of planning permission.

The National increase in Planning Fees from the 6 April 2008
The Government has published draft regulations announcing an increase in fees to be paid for planning applications from the 6 April 2008. See examples below:
- House Extensions - was £135 now £150.
- Change of use - was £265 now £335.
- New dwellings (per unit) - was £265 now £335.
- Additional floorspace (per 75 sq.m) - was £265 now £335.
The maximum figures for each category has been increased from £50,000 to £250,000.
There will also be a new fee levied for requests to discharge planning conditions, eg approval of materials or a landscaping scheme - £85 per request (£25 for house extensions).
Introduction 1APP (the national standard planning application form)
Bury Council’s Planning Team were at the forefront of a national pilot project to develop and implement a national standard planning application form for most types of planning application. Known as ‘1APP’, the form is being utilised by every local authority in England. Bury’s Planning Service was one of the first to go live with the new form. Planning Policy latest news
The Planning Policy team are currently preparing the new Local Development Framework (that will include policies against which planning applications are to be decided) and will be consulting the community on various documents as they progress. In addition, supplementary planning documents (that provide additional guidance on the implementation of particular policies), are also prepared on a regular basis by the team. New supplementary planning documents will again be subject to public consultation.
