You can view and download Bury's Unitary Development Plan (UDP) on this web page by using the links provided below. The UDP is structured into three main parts, with 15 chapters and 4 appendices. The Proposals Map, which is part of the UDP can be downloaded from the bottom of this web page.
The information that follows summarises the main detail of the plan with links to download each section of the plan.
In accordance with paragraph 1(3) of Schedule 8 to the Planning and Compulsory Purchase Act 2004, the Secretary of State has directed that all the UDP policies except OL7/1 (East Lancashire Paper Mill Water Catchment Area) are saved beyond 27 September 2007. Policy OL7/1 expired on 27 September 2007.

Part 1, Chapters 1 to 3 - Background and General policies
This part of the Plan provides a background to the UDP, outlines key issues and directions for the Borough and also highlights general policies covering various thematic areas. This information provides the context for the remaining chapters of the UDP.

This part of the Plan explains detailed policies and proposals covering the areas of: the economy, housing, the environment, open land, recreation and tourism, shopping, highways and transportation, community facilities, minerals and waste and town centres. These policies are often used when decisions are made upon planning applications.

Green Belt at Spen Moor
The Green Belt designation for an area at Spen Moor, Bolton Road, Bury was quashed by the Court of Appeal on 8 February 1999. On 9 March 1999 the Council resolved that Policy OL2 – Other Protected Open Land should be applied to the Spen Moor site for development control purposes.
