2004 Summary
Planning Policy Guidance Note 3: Housing (PPG3) sets out the national policy direction for the delivery of housing through the planning system based on the ‘plan, monitor and manage’ (PMM) approach. PPG3 establishes that priority should be given to re-using previously developed land within the urban area, bringing empty homes back into use and converting existing buildings in preference to the development of greenfield sites.
As part of the PMM approach, PPG3 encourages local authorities to undertake Urban Potential Studies (UPS) to help establish how much additional housing can be accommodated within urban areas and existing buildings.
Accordingly, the Council has undertaken an UPS in line with the North West Regional Assembly’s methodology - ‘Exploring Urban Potential for Housing, The Guide, 2003’. This methodology was drawn up to assist with the assessment of urban potential in the Region and aims to achieve a degree of consistency across the North West’s authorities. It builds on the national guidelines in ‘Tapping the Potential’.
