Planning Policy Statement PPS 6 (2005) requires planning authorities to monitor the health, vitality and viability of town centres in their areas. As part of a Greater Manchester wide initiative a baseline study was undertaken during the Summer of 1997 focusing on providing information on vacancies, diversity of floorspace and retailer representation. Within the Borough four town centres were surveyed, Ramsbottom, Radcliffe, Prestwich and Bury. This has been followed by three further surveys in 1999, 2001 and 2003 based on the same methodology and town centre boundaries.
