Managing the Supply of Housing Land in Bury - revised draft

Revisions have been made to the original SPD7 to take account of recent changes to national (Planning Policy Statement3: Housing - April 2007) and regional (regional Spacial Strategy for the North West - September 2008) planning guidance.

Background

The main change to the original SPD7 is the fact that its restrictive nature has been removed. Originally, planning applications for residential development across the Borough were not deemed acceptable unless they met one of a number of exceptions and exclusions contained within the guidance note.

These restrictions were imposed because of the considerable oversupply of housing land that existed against the old regional housing requirements. The publication of the new RSS increased the housing requirements for Bury to 500 dwelling per annum (from 230), which meant that the oversupply no longer exists. The publication of RSS also introduced a different policy climate whereby emphasis is on housing delivery rather than restriction.

The changes to the SPD reflect the the new guidance in RSS and the content of the SPD now relates to the main Unitary Development Plan Policy against which future planning applications for residential development will be assessed (i.e. Policy H1/2).

Preparation and Consultation on SPD7

On 3 September 2008, the Council's Executive Committee approved the latest draft of SPD7 on Managing the Supply of Housing Land in Bury for a five week period of public consultation - 13 October 2008 to 17 November 2008.

Following consultation on the draft SPD7, the Council will make any further amendments necessary before the SPD7 is taken back to the Executive Committee for formal adoption.

The amended draft SPD, that is the subject of this consultation process, clearly highlights the proposed changes. The consultation period will give you the opportunity to make representations on the draft SPD, particularly the proposed changes, in order to help formulate its final content before it is adopted.

Sustainability Appraisal

The purpose of Sustainability Appraisal is to ensure that the principles of sustainable development are fully taken into account when preparing relevant guidance such as the Managing the Supply of Housing Land in Bury Supplementary Planning Document.

The Sustainability Appraisal identifies and reports on the likely significant effects of the Supplementary Planning Document, both positive and negative, proposed mitigation and monitoring measures and the extent to which implementation of the preferred option will deliver social, environmental and economic objectives of sustainable development.
