Strategic Housing Land Availability Assessment

Planning Policy Statement 3: Housing (PPS3) sets out the national policy direction for the delivery of housing through the planning system based on the ‘plan, monitor and manage’ (PMM) approach. 

As part of this PMM approach, PPS3 encourages local authorities to undertake Strategic Housing Land Availability Assessments (SHLAA) to help identify potential sites for residential development. The SHLAA is an assessment of how many units can be accommodated on identified sites and the timeframes for when these sites are likely to be available.  The exercise also identifies constraints associated with bringing potential sites forward and how and when these can be removed to help improve the potential for housing.

The Council has now finalised the SHLAA with a base date of 1 April 2008 and this has been undertaken in full accordance with the CLG guidance. Please note that the Council consulted on the draft methodology of the SHLAA and subsequently on the draft findings. The results of the exercise will help feed into the Local Development Framework, which will replace the Unitary Development Plan and seek to identify sufficient land for housing up to 2025 and beyond.

A detailed folder of all the individual site schedules and location plans are available to view at the Planning reception, Craig House between the hours of 9:00am to 3:30pm (monday to Friday). This folder provides more detailed information on SHLAA sites than the summary document.

Hard copies of the SHLAA summary report can be purchased for £10. If you wish to purchase a hard copy of the summary report along with all of the detailed site schedules, this will cost £200. Alternatively, you can purchase the summary report and site schedules on a CD for £20.

Submitting Additional Sites

Please note that the SHLAA will be updated on an annual basis (1 April base date) and should you wish to suggest an additional site(s) you are requested to do so using the official comment form below.
