Initial Consultation Period
Recent monitoring has indicated that there is a significant oversupply of housing land within the Borough. Nearly 15 years' supply has been identified based only on current commitments. In line with the 'plan, monitor and manage' approach advocated in national and regional planning guidance, the authority is required to control this supply and ensure that land for housing is only released where and when it is required.
A report was approved at our Executive Committee on 24 August 2005. The report set out the extent of the oversupply and requested that Members take action on how to help manage the further release of housing land in Bury. It was decided that full account should be taken in respect of the Regional Spatial Strategy in determining planning applications for residential development after this date. Effectively, this puts restrictions on the further release of land for housing.

It was also approved that a Supplementary Planning Document (SPD) would go out for a period of public consultation. The SPD, when formally adopted, will help to implement the regional strategy on a more localised basis and sets out how housing restrictions will be applied. This SPD underwent a 6 week consultation period commencing on 7 October 2005 to 18 November 2005.
