Employment Land Review

As part of the preparations for the Local Development Framework (LDF), Bury Council is required to carry out an Employment Land Review.  The purpose of the Employment Land Review is to provide an up-to-date, accurate and robust assessment of the quantity and quality of existing employment land in the Borough and consider the extent to which this land can meet projected employment land requirements over the LDF plan period.

The Employment Land Review will form part of the evidence base for the development of future employment policies as the Council prepares the LDF.  The review also satisfies government guidance on employment land reviews published by the Office of the Deputy Prime Minister in December 2004.

Bury’s Draft Employment Land Review has now been published and is available for comment until 11 July 2008.

The Draft Review has focussed on those employment land uses or premises which are within the scope of PPG4 (Department of the Environment, 1992), specifically:

  • offices, both in town centres and elsewhere, including those for public administration;
  • light and general industry;
  • wholesale and freight distribution; and
  • high technology premises, including research, business and science parks.

The Draft Review:

  • provides a quantitative and qualitative analysis of the current supply of employment land in order to determine its suitability and to identify any sites that could be released from employment to other uses;
  • analyses the demand for employment land spatially across the Borough, and across employment market sectors;
  • determines the future requirements for employment land; and
  • compares the supply of suitable sites with the identified future requirements in order to identify any surpluses or deficiencies in the provision of employment land.

As part of the Employment Land Review, the Council commissioned Nolan Redshaw Chartered Surveyors to undertake an evaluation of the Borough's main concentrations of employment uses (as currently identified as Employment Generating Areas in the adopted Bury Unitary Development Plan).

A folder of individual site schedules and location plans are available to view at the Planning reception, Craig House between 9:00am and 3.30pm (Monday to Friday). This folder provides more detailed information on sites included in the Draft Review.

Hard copies of the Draft Employment Land Review report can be purchased for £10 or for £200 if you wish to purchase the report together with the folders containing individual detailed site schedules.

We welcome comments on all aspects of the Draft Employment Land Review consultation exercise, including the sites identified within the reports, site constraints, future housing and/or employment potential, the deliverability and developability of sites.
