Consultation Period

The conversion of non-residential buildings into self contained dwellings and the sub-division of existing dwellings into two or more self contained units can make an important contribution to meeting local housing needs, particularly for smaller households.

However, it is important that such developments provide suitable standards of accommodation, whilst protecting the character of the local street scene and the amenity of local residents. 

Draft Supplementary Planning Document (SPD) 15 has been produced and provides detailed advice to help Development Control Officers ensure that planning applications for residential conversions meet acceptable standards and that any harm to the character or amenity of an area is minimised. 

Once adopted, SPD15 will assist Development Control Officers in ensuring that proposals for residential conversions protect the amenity of local residents and that there is no significant impact on the local character of an area.  It will be treated as a material planning consideration in the determination of such planning applications.  

The Draft SPD15 underwent a six-week consultation period commencing on 24 September 2007 to 5 November 2007.  The Council invited representations on the draft SPD and its content along with the content of the other SPD documents.
