Marking Time – after Preparing, Planning and Assessment slot, marking to be done by HLTA, who pays for this?
 
Should be part of the HLTA job description and within contracted hours. Ultimate responsibility for quality of the curriculum lies with class teacher.
 
INSET course on same day as Preparing, Planning and Assessment planned Preparing, Planning and Assessment time. Does Preparing, Planning and Assessment time need to be reallocated?
 
If directed by HT the time needs to be reallocated.

If teacher chooses to attend the course covering Preparing, Planning and Assessment time, not reallocated. Can bilingual assistants be used to provide Preparing, Planning and Assessment time?
 
The key point is who employs the assistant. If through the LA the Terms and Conditions are ring-fenced and they could not currently be asked to cover a class.
 
Can HLTAs be paid just for the time they cover a class?
 
Not able to determine until negotiations with unions completed. New salary grades and structures will be circulated as soon as negotiations completed.
 
I, as the Head teacher, would like to suggest collaborative planning (whilst I take a whole school music lesson ) can I do this?

If a teacher is employed to cover for consultancy time for the LA (e.g. maths consultant) who has to pay for their Preparing, Planning and Assessment time?
 
The LA needs to address the Preparing, Planning and Assessment entitlement for consultancy time.
 
Is Preparing, Planning and Assessment the same as leadership and management time?
 
No – two separate issues.
 
What are the implications of the difference in taught time for KS1 and KS2 teachers when planning Preparing, Planning and Assessment. Is their an equal opportunities issue?
 
The 10% Preparing, Planning and Assessment time is pro-rata of the teachers taught timetable. No equal opportunity issues are anticipated.
 
If a teacher is absent Monday – Thursday and their scheduled Preparing, Planning and Assessment time is Friday are they still entitled to as they have not been in school for 100% of their timetable?
 
Yes – if it is scheduled Preparing, Planning and Assessment time.
 
If the teacher is absent on the morning or afternoon they are due to have their Preparing, Planning and Assessment time because they are ill, but  they return to school the next day are they still to receive the time later in the week?
 
No

As a teaching head with a teaching commitment of three afternoons am I entitled to Preparing, Planning and Assessment time?
 
Yes – 10% of the taught hours for the three afternoons.
 
Where are all the people who school can employ either as teachers or HLTAs?
 
HLTA s are being recruited to the programme each term.  Applicants undertake an online Training Needs Analysis to determine their individual training requirements and an individualised training programme is drawn up for them.  Following this they then undertake a 3/4 preparation and assessment period before meeting with an HLTA assessor in their school who assesses their work aginst the HLTA standards.  The revised HLTA standards come into effect from 1 January 2008.

Preparing, Planning and Assessment time entitlement for Reception teacher who is a Foundation Stage Moderator and is out of school for a number of specified days each year?
 
Not taught timetable and therefore no Preparing, Planning and Assessment time involved.
 
I have a leading Teacher who spends a lot of time at other schools. What impact does this have on Preparing, Planning and Assessment time?
 
The teacher would be entitled to 10% of the taught timetable at their own school.
 
A big issue for heads will be quality control, with the potential for so many different adults delivering input to children, how will heads monitor this?
 
The school should use whatever systems are already in place for monitoring the Teaching and Learning in the school.
 
Insurance for staff other than QTS, will LA give lead on this?
 
The LA has published guidance on this issue and HLTAs will have the same status as Qualified Teachers for insurance cover. The school will need to carry out the usual risk assessments, where required. Other staff, such as sports coaches and music /MFL specialists needs to be checked with Risk Management.
 
Are volunteers to be used for off-site visits to be fully covered by insurance?
 
Covered under Public Liability Insurance, but not personal accident, unless additional off-site cover policy is bought into – from LA. Volunteers are not of course covered as party leaders.
