Purpose
The panel is responsible for the overview and scrutiny of matters relating to:
- Oversight of the provision, planning and management of the Council’s resources including its budget, revenue borrowing and assets and its audit arrangements. The management of the Council’s land and property portfolio. The provision, management and planning of financial, personnel and training, property, information and communication technology, legal, democratic, corporate policy and research, health and safety, emergency planning. Communication and Customer Contact. Procurement.
- Oversight of Council’s corporate plans and strategies. The monitoring of the Corporate Plan and Departmental Plans.
- To receive all reports from external inspectors.
- Scrutiny of relevant aspects of the Community Strategy, in particular Quality Services theme.
- Scrutiny of relevant borough partnerships: Local Strategic Partnership.
Membership
The Chair of the Resource and Performance Scrutiny Commission is Councillor Mike Connolly.
The full membership of the Commission reflects the political balance of the Council and comprises 9 elected Councillors and 2 non voting co-opted members.

Current Activity/Reviews
- Dates of meetings, along with agenda and minutes for the Panel can be viewed through the e-meetings manager system
- A Joint Scrutiny Commission has been established to review residential accommodation with members from this Commission and the Healthier Communities Scrutiny Commission.
Public involvement
The meetings of the Committee are open to the press and members of the public and an item is included on the agenda to allow the public to ask any questions about the performance of the Council or local authority services generally.
