An Introduction to Bury’s Budget Book 2006/07
You may not realize it but most people are budget holders. This may sound strange, or you may not have thought about it in these terms, but it’s true!
Whether you’re a child whose just been given your weekly pocket money or you are looking at how much the food bill is this week you are considering the choices of how to spend your form of income. How much will go on food, the various bills or maintenance are decisions that you take sometimes on a daily basis. You have your income and you are a budget holder managing those resources. If you think about it in these terms most of us are budget holders!
Bury Council is no different in that respect. We have to identify our sources of income, identify where we are going to spend that income and monitor our income and expenditure. As part of the process of identifying income and expenditure we have produced a Budget Book. The Budget Book provides a total overview of how we spend the money, where we get our income from and the pressures that the Authority faces when reaching the decisions that affects our residents.

This year the Budget Book can be downloaded either as a total book or you can look at separate links to the Budget Book. It may take some time to download a full Budget Book due to the size which is why we have created separate links for you to read. The links are:-
A forweword has been provided by the Executive Member for Quality Council (Resource and Performance). In addition there is a Budget Commentary from the Director of Finance and E-Government. Bury’s Revenue Budget. A summary of how we spend our money by the respective services on day-to-day expenditure. There is also a Plain English Guide to Local Government Finance in this section.

A Capital Budget; this is how the Authority spends its money on the infrastructure i.e. buildings, roads etc.

A Housing Revenue Account – this relates to the income and expenditure received in relation to Bury’s housing stock.
