Community strategy

Introduction

Team Bury is a network of geographic and thematic partnerships across the Borough which involve the public, private and voluntary sectors. This network of partnerships, co-ordinated by the Executive Board, is focused on improving the quality of life for the people of the Borough.

The Community Strategy for the Borough is produced by the Local Strategic Partnership (Team Bury) and sets out the ambitions for the future together with the activities planned for the next three years which will bring us closer to achieving these ambitions.

Developing the vision

The Community Strategy is part of a wider process of Community Planning. This means that the agencies and groups that are part of Team Bury work with each other and with the people of the Borough, to identify the main issues and concerns, now and for the future in order to set out how we want our Borough to be.  This has taken place through meetings as well as consultation activities, conferences hosted by Team Bury and Listening Days and Surveys carried out by each Area Board.

During 2005 this information was incorporated into our "Borough Profile" as a companion document to this strategy.

Following discussion Team Bury agreed that by 2025:

"We want the borough of Bury to be a great place in which to live, work, visit and study".

We have agreed nine ambitions which mean that when the vision is achieved Bury will be:

  • The place to live in Greater Manchester
  • Area where people feel safe and secure
  • Healthiest borough in the North West
  • Popular visitor destination
  • Premier retail town in the North of Greater Manchester
  • Centre of excellence for education in the North West
  • Each township thriving
  • Area with first class services
  • Quality jobs for Bury people

To achieve this vision and realise our ambitions the work of the partnerships, groups and organisations we will also make sure:

  • We promote what is good about the Borough and what we do well
  • That our actions based on strong evidence base, which includes views and priorities of our communities
  • We take collective responsibility for action
  • How these ambitions translate into priorities for the Council can be found in the Bury Plan

Community Strategy Action Plan (2005-2008)

The vision and ambitions are for the future - in order to achieve them we need to deliver things now.  Team Bury has produced an Action Plan for the next three years (2005-2008) which sets out priority actions and outcomes.  Many of these actions will help us achieve more than one of our ambitions - for example, improving feelings of safety is important for people in choosing Bury as a place to live, for feeling secure but also contributes to the Borough as a popular visitor destination and a premier retail town, as well as clearly being an important issue for thriving townships.  Therefore, Team Bury has arranged its Action Plan around 5 key themes:

  • Safe, Strong and Confident Communities
  • Children and Young People
  • Healthier Communities and Vulnerable People
  • Thriving Communities and Transport
  • Quality Services

Local Community Plans (2005-2008)

In order to connect the Community Strategy to the people and the physical communities that make up our Borough, the vision and ambitions have been translated into action plans at a local level - these are called Local Community Plans.  Area Boards are the focus for Community Planning at this level and will take the lead in delivering actions.  (Map of Area Boards)

Delivery, monitoring and review

Team Bury has a number of thematic partnerships within it, as well as Area Boards which focus on particular parts of the Borough.

Team Bury structure

The Action Plan identifies which element of Team Bury is responsible for delivering particular actions and reporting back on progress made. Team Bury will produce an overall Performance report each year.

Comment

The ambitions for the Borough were consulted on as part of the 2004 Residents Survey and clear support shown.  For example, 86% supported the Borough being an area where people feel safe and secure and 81% supported the ambition of quality jobs for people.
