Planning & Performance Frameworks

The Corporate Plan and priorities are at the forefront of our planning, delivery and improvement systems.  Having this focus keeps us on track in the face of distraction - ensuring that managers deliver key projects to achieve objectives whilst enabling staff at lower levels to understand how their activity contributes to the wider picture.  The Council's ambitions and priorities are closely aligned with Community Strategy aims.  These thread through all our planning processes.

An explanation of our planning process can be found in the Planning and Performance Framework (pdf 56.4kb 6 pages).  It shows how service planning, budget setting and performance management fit together to drive improvement.

Details of the different planning tiers can be found by following the links below.

Community Strategy

The Community Strategy is a plan that identifies the key issues for the Borough and provides an overall framework for service development for the public sector and other agencies.  In Bury, the Community Strategy is supported by Local Community Plans at Area Board level which identify the key issues for each township.

Corporate Plan

Known as the Bury Plan, this document sets out our ambitions and priorities for the next few years.  As it also acts as our statutory Performance Plan, readers will find details of the Council's recent performance and how we intend to improve.

Guidance for Lead Officers on producing Bury's Corporate Plan "Improving Services... Delivering Priorities" (362kb 12 page pdf) can be viewed here.

Departmental Planning

Departmental Plans translate council's ambitions into actual services on the ground.

Performance Management Framework

An essential part of our process is to ensure that actions are effectively monitored. Details of how this works are set out in our planning guidance (see above) although the following charts illustrate the main points and may be useful in getting across the main messages at inductions, in presentations or during inspections.
