The tender process

When a supplier expresses an interest in a contract that has been advertised they will be sent a set of tender documents which must be returned by the closing date given. This is typically four to six weeks after the advert first appears. The tender documents will include all or some of the following:

Information to tenderers:
Providing background information about the tender

Instructions to tenderers:
Providing guidance on the completion of the tender documentation, including the deadline and details for submission, and details of the award process

Specification:
Providing details of the contract requirements and what needs to be achieved, including any performance standards

The Council's general terms and conditions of contract

Other documents:
Including requests for other information, for example, environmental questionnaire

Form of Tender:
Which will contain the pricing schedule to be completed and signed by the tenderer. More detailed information may also be requested dependant upon whether a pre-tender questionnaire was required

Tender certificate:
To be signed by the tenderer

Guarantee undertaking:
Required if the tenderer is a subsidiary company

Tender Envelope:
To be used for the submission of the completed tender

Depending on the nature of the contract it may take some time to evaluate the tenders received. An indication will be given in the tender documents of the time this is likely to take.
